• On any website press F12 and click to open DevTools.

There is a bar above the display with a drop down where you can select particular Dimensions for the device you want to emulate, or leave it on “Responsive”.

Works in Edge, which is “chromium based”; grapevine says it works in Chrome, etc.

• Add the following (including the quotes) before the url you are shortcutting to:

“C:\Program Files (x86)\Microsoft\Edge\Application/msedge.exe” -inprivate -new-window https://(your.url}

Works in Windows11.
